Tom has a varied and challenging practice that cuts across many areas of law. He has extensive experience in business and corporate matters. He has represented many non-profits and other corporations, advising them on a wide range of issues. He has also prepared agreements and other documents to form corporations and other organizations, such as limited liability companies and joint ventures. He has negotiated and/or prepared commercial contracts and other documents necessary to manage almost every aspect of his clients’ businesses, including their operations and their acquisitions of other businesses.

Tom also has extensive experience in civil litigation and administrative matters. Tom has represented clients in a variety of civil cases in both state and federal court. He is a member of the Alaska Bar Association and has been admitted to practice before the U.S. Supreme Court and the Ninth Circuit Court of Appeals. Tom also has a successful practice in matters of public interest, including election disputes, campaign finance law, and initiatives. He routinely advises clients regarding campaign finance laws, lobbying, and election laws. He also appears regularly before the Alaska Public Office Commission (APOC), which oversees campaign financing and lobbying.

Tom also has specialized expertise in administrative law, procedures, and appeal. He has represented clients in a variety of matters before administrative agencies, in addition to APOC, the Regulatory Commission of Alaska and other state agencies. He was appointed Special Master by the U.S. District Court to resolve administrative claims involving the Exxon Valdez case litigation.

Tom has worked on a wide variety of environmental issues, including successfully pursuing insurance coverage for clients engaged in litigation over contaminated property. .

Tom received his B.A. in 1976 from Hofstra University in New York, where he graduated magna cum laude, and his J.D. in 1985 from Boalt Hall School of Law, U.C. Berkeley, where he was Order of the Coif. On a personal note, Tom is married and has two children. He enjoys, in addition to spending time with his family and friends, traveling, bicycling, cooking, hiking, skiing, listening to music and watching movies.
