Our
office opened in 1995, with two attorneys
and an “of counsel” relationship
with the Seattle-based firm of Foster Pepper,
PLLC. In June 1998, we merged with Foster
Pepper to form Foster Pepper Rubini &
Reeves LLC. In March of 2005, we formed
our own independent firm, Reeves Amodio
LLC.
Each
of the partners in the office brings specialized
expertise in areas of law critical to clients
who reside in or who do business in Alaska.

Environmental
Reeves Amodio LLC is the most experienced
law firm in Alaska on environmental issues.
Susan Reeves brings twenty five years of
experience practicing environmental and
natural resources law in Alaska. Ms. Reeves’
practice is limited to issues involving
environmental law. She has extensive experience
representing clients in the oil and gas,
transportation, construction and recycling
industries, as well as municipalities, banks,
facility owners and operators, and owners
of contaminated properties. She has advised
clients regarding their compliance with
federal and state environmental laws, negotiated
permits and other authorizations, and resolved
the allocation of liability among potentially
responsible parties. Ms. Reeves’ work
on environmental matters has taken her from
the Valdez Marine Terminal to Barrow.
We
have worked on Alaska environmental law
issues as those laws have been written.
Ms. Reeves advised clients and served on
agency working groups, during the development
of federal and state air, water, and waste
statutes and the implementing regulations.
Since then, she has advised and represented
clients on various aspects of permitting
and compliance. She has represented clients
on issues related to permitting, compliance,
and liability under the Clean Water Act,
the Clean Air Act, the Resource Conservation
and Recovery Act, (RCRA), the Comprehensive
Environmental Response, the Conservation
and Liability Act (CERCLA), and their state
counterparts. She has worked extensively
with environmental regulators at the state
level (the Alaska Department of Environmental
Conservation) and with the Environmental
Protection Agency (in Alaska and in the
Region X office in Seattle, Washington).
The
office also has represented construction
companies, mining companies, a recycling
company, municipalities, and owners of contaminated
properties, in their efforts to comply with
environmental laws and negotiate with oversight
agencies.
Clients
Our current and recent projects show the
depth and breadth of our experience. We
have advised many clients as they developed
projects to develop Alaska’s natural
resources. We have represented the Municipality
of Anchorage in negotiating and applying
for Owner Requested Limits for marine vessel
loading emissions, to avoid the need for
the Port of Anchorage to obtain an air-operating
permit. We have represented the North Slope
Borough before the Alaska Department of
Environmental Conservation and the Environmental
Protection Agency, to resolve compliance
questions under state and federal laws dealing
with solid waste. We also have represented
the Borough in mediation with the Navy and
the Air Force to allocate landfill closure
costs under CERCLA (the federal “Superfund”
law) and its counterpart Alaska law. We
successfully resolved EPA Clean Water Act
enforcement actions brought against a paving
contractor for a discharge from a construction
project. We have represented many owners
of contaminated property in Anchorage in
recovering costs from other responsible
parties and in negotiating investigation
and remediation plans.
Fisheries
Reeves Amodio LLC has substantial experience
on fisheries issues. Susan Reeves has represented
clients as they sought specific action by
the North Pacific Fisheries Management Council
or the Alaska Board of Fish. She has testified
before the Council and, on behalf of a group
of fishermen, she challenged a rule implemented
by the United States Department of Commerce,
imposing an Individual Fishing Quota (IFA)
program for Alaska halibut. Ms. Reeves’
work has allowed her to follow the Council’s
consideration of several issues and to work
with the State of Alaska Department of Fish
and Game on several fisheries issues.
The
office also has represented individual fishermen,
resolving disputes over allocation of IFQs.
Real
Estate and Business
Reeves Amodio LLC has significant experience
in providing legal services to real estate
and business entities. We organize business
entities (partnerships, limited partnerships,
limited liability companies, corporations).
Litigation
Reeves Amodio LLC has substantial experience
in a variety of civil litigation matters,
including complex litigation. Reeves Amodio
LLC also has substantial experience representing
clients in a wide variety of administrative
matters or proceedings, including before
the Regulatory Commission of Alaska and
the Alaska Public Offices Commission.
